Yulia heads the Financial Services Team for the World Bank’s flagship Business Ready (B-READY) project, directing global research on credit information systems and secured transactions reform. She previously worked on the Getting Credit indicator under the former Doing Business project (2018-21) and co-designed B-READY’s new Dispute Resolution topic.
Yulia brings more than a decade of cross-border legal experience, spanning commercial litigation in the United States, international arbitration in France, and project finance work in the Dominican Republic. Earlier, she worked on the IFC’s Investing Across Borders project (2009-10).
She holds an LL.M. in International Legal Studies from American University Washington College of Law and a J.D. from Seattle University School of Law, and is admitted to the bars of New York and Washington, D.C.
